metsamees Tallinn University probably 27th of August probably 9th of September DOUBLE Milieu Therapeutic Possibilities in Education On the 1-st of September 2005, a little school in Middle-Estonia’s peaceful countryside will be opened. The school was created because of a strong need for alternative and specialist education. There is an increasing number of children in Estonia who’s need are not met by regular school education. This may be due to learning disabilities, concentration disorders, problematic domestic situations or a working pace too fast or too slow. We also expect to recieve many children who’s parents simply want to offer their children the benefit of an individual approach in a natural environment. The school will try to satisfy every students individual needs, which can be divided into 4 categories – academic, social, psychological and especially existential. Our school will concentrate on more than just academic attainment as it encourages the childrens personal development for life, valuing them and helping them to grow spiritually as people. While staff will comprise classteachers and special educators all wish to prove to be mentors for the children. The atmosphere in and outside the school could be considered as milieu therapy as we create a fertile enviroment for balance and positive growth. We hope that this school will be the example which spreads more widely in our society and be keenly appreciated by our students. Paper session (45 mins)

Arniika Kuusisto University of Helsinki 28.8.2005 9.9.2005 SINGLE Adventist Schools in the Finnish Educational System The paper is looking at the Finnish Educational System and the position of faith schools, especially Adventist ones, within it. My research utilizes mixed methodology, combining quantitative and qualitative methods. Three sets of survey data, and three sets of interviews are gathered as a part of the project, from young adults, teenagers, and the teenagers' parents. There is the necessity for quality standards, style guides and configration management. Other interesting aspects are copyright and international patents. Some other problems will be solved by the content creation tool. This will be shown by using the tool Content Creator 3.0. The content creation tool should generate content, which follows the eLearning standards. In reality there exist a lot of problems between creating econtent and import these products to course platforms. Therefore it is necessary to have a(n intensive) look to eLearning standard SCORM and XML. This should result in an algorithm how to change the structure of the manifest and folders to enable import to course platforms. It will be examined with the platform moodle and MS-Classserver. Suzana Ignjatovic University of Belgrade 27/08/2005 09/09/2005 SINGLE (DE)CENTRALIZATION TROUBLE: THE CASE OF SERBIA Since the radical overhaul of education system in Serbia began (2000), buzz-words such as decentralization, devolution, subsidiarity, participation, have usually been taken for granted. However, the consensus on definition and scope of decentralization was not reached during the previous government's term of office. This applies to current Ministry of Education as well. Hence, I consider the clarification of notion of decentralization (especially its applicability and sustainability in the current system), to be of great importance for the reform process.
